Even more than Milan and the Po, it's an exaggeration to say that the Mekong River flows through Phnom Penh. The city is situated at the place where the Sab and Bassac rivers (the Tonle Sap and the Tonle Basak, in the local language) join the Mekong. While both the Sab and the Bassac do flow through the city, it would be more accurate to say of the Mekong that it flows past Phnom Penh. But this obviously wouldn't make such a neat quiz question.
